A paedophile who snatched a 14-year-old girl and drove her to a remote location in the countryside before raping her has been handed a lengthy prison sentence at Cardiff Crown Court.
Andrew Wisbey was 22 years old when he committed the offences in 2021, taking his victim to what was described as an “isolated spot” before attacking her.
The defendant, from Chepstow, denied any wrongdoing but was found guilty by a jury following a trial.
The attack
Sentencing Wisbey, Recorder Andrew Hammond outlined the horrifying ordeal the teenager endured.
“You asked her repeatedly for sex but she refused,” the judge said. “You grabbed her and turned her around. She described the panic she felt – she was frightened and she repeatedly told you to stop.”
The lasting impact
Recorder Hammond spoke of the devastating effect Wisbey’s actions have had on his young victim.
“She was left crying and hysterical – you told her to sort herself out,” he said. “In her victim impact statement, she says she has nightmares at least three times a week. She describes being angry all the time. It’s apparent to me her teenage years have been dominated by the suffering you inflicted on her. She has suffered an extreme level of psychological harm.”
The judge also raised serious concerns about the length of time it took for the case to reach court, stating he believed the five-year gap between the complainant coming forward to police and the eventual conviction was “deeply concerning”.
Mitigation and sentencing
Nigel Fryer, representing Wisbey, told the court his client had no previous convictions and had not reoffended since 2021. He asked the court to take into account the defendant’s young age and “immaturity” at the time of the offences.
Wisbey, now 27, of Oak Close, Bulwark, was sentenced to nine years in custody with an extended licence period of three years – making a total sentence of 12 years. He must serve two-thirds of the custodial term before the parole board can consider his release.
He was also ordered to register as a sex offender for life and made subject to a sexual harm prevention order for an indefinite period. Wisbey will additionally have to pay a victim surcharge.
