A 58-year-old man who exposed himself to two teenagers in Caldicot has been jailed for 46 weeks after a court heard he has “no intention of stopping” his behaviour.
Newport Crown Court heard that Julian Harris, of Estuary View in Caldicot, targeted two 15-year-olds walking through the town centre at just before midday on April 5. Harris was sat on a bench outside Greggs when he winked at the female child and “smiled creepily” at the male child.
When the teenagers walked down the alleyway next to Bargain Booze, Harris was facing the wall urinating. He then turned and smiled at them as he exposed his penis. The teenagers immediately reported the incident and Harris was arrested on April 8.
The court heard Harris had only been released from prison on March 31 and had breached his sex offender notification requirements by failing to notify police of his address within three days.
Harris was also charged with a public order offence at Sudbrook Cricket Club on November 20. The court heard he approached a group of men at around 9pm, asking one: “When did you last do it?” When asked what he meant, Harris replied: “Ejaculation.”
He then began asking “lewd questions” whilst grunting and making “sexual gestures” with his hands. After the men moved away, Harris entered the cricket club where he had previously been banned.
When a female staff member tried to remove him, Harris stood in the doorway and refused to leave. He then asked her: “Do you like to cum?” and “When did you last have sex?” She was left feeling “increasingly worried” until her boyfriend arrived.
Harris admitted the breach and public order offence, and was found guilty of exposure following a trial at Newport Magistrates’ Court. The court heard he had 14 previous convictions for 19 offences, including three previous exposure offences.
“The defendant demonstrated time after time that he has no intention of stopping exposing his genitals,” the prosecutor told the court.
Defence solicitor Josh Scouller acknowledged a prison sentence was “inevitable” but argued the incidents occurred when Harris was drunk rather than him seeking out victims. He claimed the breach was due to Harris’ “absent-mindedness” rather than being deliberate.
Mr Scouller argued against a sexual harm prevention order, saying: “It’s meant to be targeted and specific to avoid the commission of further offences. It isn’t going to change whether or not, when inebriated, Mr Harris decides to keep his trousers up.”
Judge Celia Hughes sentenced Harris to 46 weeks in prison. He must register as a sex offender for 10 years and pay a £270 fine plus £100 compensation to each teenager.
