Serial fly-tipper jailed for dumping waste across Gwent

A serial fly-tipper who advertised his services on Facebook has been jailed for 15 months after continuing to illegally dump waste across Gwent despite being on a suspended sentence.

Stewart Evans, 41, of Castle Street, Caerleon, posed as a “licenced waste carrier” and charged customers cash to collect rubbish in his van – before illegally dumping it at sites across the region.

Newport Crown Court heard that Evans left building waste at Gaer Vale in Newport on 7th April. He admitted this offence and asked for two further incidents to be taken into consideration after dumping rubbish on Aberthaw Road in Newport and Tillery Road in Abertillery.

The court heard Evans had been sentenced to 30 weeks imprisonment, suspended for 18 months, in December 2024, and was also subject to a criminal behaviour order – but continued offending regardless.

His previous fly-tipping spree saw him dump a fridge, furniture, bricks, rubble, household waste and even a bodyboard at locations including the beauty spot of Wentwood Forest, where a dog walker spotted him discarding the fridge. Other sites included Newport’s Ringland Shopping Centre, Brangwyn Crescent, Newport Road in the New Inn area of Pontypool, Fairhill in Cwmbran and the village of Coed-y-paen in Monmouthshire.

Evans had admitted 12 separate fly-tipping offences over a 17-month period in 2023 and 2024, with clean-up costs running into thousands of pounds for various local authorities.

He was remanded in custody in October 2024 after being caught committing another offence whilst on bail. Evans also has a previous conviction for fly-tipping from 2022, when he used Wentwood Forest to dispose of carpets and bin bags containing household waste.

The court also heard that the defendant was jailed for six years in 2012 for being involved in a conspiracy to supply heroin in Newport.

Evans’ barrister Kevin Seal asked the court to give his client credit for his guilty pleas, saying: “He needs to change his lifestyle. The defendant was always going to be brought to book for his offending – nothing was professional.”

Judge Richard Kember sentenced Evans to 15 months imprisonment at Newport Crown Court.
