Newport Man Banned from Shops After Persistent Shoplifting

A shoplifter has been barred from a retail park in Newport after being issued with a two-year criminal behaviour order (CBO).

Mohamed Elgadi, 33, has also been banned from approaching people in Newport to ask them for money.

Elgadi was issued with the criminal behaviour order at Newport Magistrates’ Court on Tuesday 18 March 2025 in a bid to stop his offending.

He is now prohibited from entering Harlech Retail Park in Cardiff Road, including the McDonald’s restaurant and its car park. Elgadi is also banned from entering three shops in Commercial Street – Sports Direct, Iceland and Boots – as well as Asda in Lower Dock Street.

In addition, the Newport man is not allowed to enter the Shah Poran Bangladeshi Jame Mosque in Hereford Street.

PC Claire Drayton, Crime and Disorder Reduction Officer (CADRO) from the Newport neighbourhood policing team, said: “I want to reassure businesses and residents that we are listening to your concerns. I’ve worked closely with our partners to secure this two-year criminal behaviour order and I know it will be welcomed by those affected by Elgadi’s behaviour. Elgadi’s chaotic lifestyle has led to his offending and he will receive support to help him change his ways. Theft, and particularly shoplifting, is not a victimless crime; the impact of Elgadi’s offending has been felt by our communities, notably businesses and retailers in Newport.”

The full conditions of the CBO state that Elgadi must:

  1. Not approach any person in the city of Newport, including those in vehicles for the purpose of asking them for money.
  2. Not enter Harlech Retail Park in Cardiff Road, Newport, to include McDonald’s restaurant, as well as the McDonald’s car park.
  3. Not enter Sports Direct, Commercial Street, Newport.
  4. Not enter Asda, Lower Dock Street, Newport, including the car park area.
  5. Not enter Iceland, Commercial Street, Newport.
  6. Not enter Boots, Commercial Street, Newport.
  7. Not enter Shah Poran Bangladeshi Jame Mosque, Hereford Street, Newport.

If Elgadi breaches any of these conditions, he will be committing a criminal offence and could face arrest and, if found guilty, may be fined, sentenced to imprisonment, or both. 🚨

The CBO will remain in place until 18 March 2027.
