Repeat sex offender jailed after Caldicot exposure

A man with a string of convictions for indecent exposure has been sentenced to 12 months in prison after being found guilty of the offence once more.

Julian Harris, 59, of Estuary View, Caldicot, was convicted in his absence at Newport Magistrates’ Court of exposing himself on Tuesday, April 7. The court heard there had been a “vulnerable victim.”

Harris was also ordered to sign the sex offender register for 10 years and pay £650 in costs. He was described as a “danger to young people” who is “unlikely to comply with any community resolutions.”

Cricket club charges

As well as the exposure conviction, Harris faced charges relating to an incident at Sudbrook Cricket Club on the evening of November 20, 2024.

A man had been chatting with friends outside the club at around 9pm when Harris walked over and asked: “When did you last do it?” When the man queried what he meant, Harris replied: “Ejaculation.”

He went on to ask what were described as “lewd questions” while grunting and making “sexual gestures” with his hands. The group of men moved away from him.

Harris then entered the cricket club despite being banned from the premises. A female member of staff tried to get him to leave, but he stood in the doorway and refused to go.

He asked her: “Do you like to cum?” and “When did you last have sex?” She was left feeling uncomfortable and increasingly worried as he continued posing sexual questions until her boyfriend arrived to collect her.

Pattern of offending

Harris had already served time behind bars for a near-identical offence. Last summer, Newport Crown Court sentenced him to 46 weeks in prison after finding him guilty of indecent exposure – a charge he had denied. He admitted a separate public order offence and breaching sex offender notification requirements at the same hearing.

That prosecution arose from an incident on April 5, 2025. Two 15-year-olds had been walking through Caldicot town centre just before midday when they came across Harris sitting on a bench outside Greggs. He winked at the girl and “smiled creepily” at the boy.

The pair continued along an alleyway beside Bargain Booze, where Harris was facing a wall and urinating. He turned around, exposed his penis, and smiled at both teenagers.

They reported what had happened, and Harris was arrested on April 8. Police discovered he had been released from prison just over a week before the incident and had failed to inform them of his address within the required three days – a further breach of his sex offender notification requirements.
