A Caldicot man has been jailed after repeatedly calling 999 to say he was lonely and in fear of harming himself, before becoming abusive towards police officers who attended his home. 📱👮
Jason Monks, 43, of Station Close, breached a Criminal Behaviour Order which stated he was only to call emergency services in “life threatening” situations.
Merthyr Tydfil Crown Court heard that Monks made inappropriate calls on December 20 and 21 last year. During the first call at 2:45am, he sounded intoxicated and told the operator he was suffering with PTSD and threatened self-harm.
Despite swearing during the call, he told the operator: “I’m not swearing at you, I’m swearing at myself.” An ambulance was dispatched to check on his welfare.
The following night, Monks made two more calls. In the first at 2:45am, he again sounded intoxicated and told the operator he was in a “dark place” due to Christmas time and his PTSD. He mentioned having knives in his property and concerns about harming himself.
When police arrived, a knife was found on his sofa. Monks claimed he had accidentally called 999 when locked out of his house but “felt better” after speaking with social services.
During his final call at 7:30pm on December 21, he again threatened self-harm. Upon arrest, Monks became aggressive, telling officers: “We both know what’s going to happen when we get out of here” and “I will go f****** mental, you have messed with the wrong dog tonight.”
He made sexually inappropriate comments to a female officer, asking “Is it that time of the month?” and saying “I will lick your p***y until it is f****** dry.” He had earlier told a phone operator her voice was “super sexy.”
Monks pleaded guilty to two counts of breaching a Criminal Behaviour Order. The court heard he has previous convictions for malicious communications.
In mitigation, Sol Hartley explained his client has alcohol issues and relapsed following the end of a relationship. He said Monks called 999 when feeling isolated and genuinely intended to harm himself.
Judge Vanessa Francis sentenced Monks to 36 weeks imprisonment and extended his Criminal Behaviour Order until October.
